NeoCore Keyboard back from the bakery

I have soldered the NeoCore keyboard. As seen I did not mount all of the Cherry MX Red keys. The reason is that there are probably some error in the design and there is no reason to waste to many keys.

This spin is mostly for getting the Microchip PIC up and running as well as writing the first firmware for it.

Test regulator for 3.3V. Test the Led driver as well as the addressable LEDs.

There are enough keys to test scanning of both the alphanumeric keys, as well as the special keys.
